The transformation of
retained savings into development capital requires changing retained savings in
the host country into formal savings, transfers and investments within Armenia.
Experience shows that migrant transfers, in parallel with other forms of foreign
direct investment, are susceptible to very similar influence of macro-economic
conditions, policy, business environment factors and related incentives. This
paper provides a practical and result oriented understanding of the macro, micro
and regulatory frameworks impacting on the financial intermediation
interventions, mechanisms, and incentive models envisaged. With focus
provided by the interim results of a parallel family/migrant survey, the
research this paper provides recommendations as to the types of interventions to
be developed and provide analysis and conclusions as to their respective
feasibilities.
