The
Inter-Agency Information Clearinghouse and Verification Resource (ERRA-INFOCH)
was established by the Earthquake Reconstruction and Rehabilitation Authority
(ERRA) of the Pakistan Government with the International Agency for Source
Country Information (IASCI) as Implementing Partner. In its initial stages it
was funded by the United Nations High Commissioner for Refugees (UNHCR) and the
Swiss Agency for Development and Cooperation (SDC).
ERRA-INFOCH’s operations were
initiated by ERRA and IASCI in December 2006, and represented an integrated,
field-tested, highly effective data management mechanism that was specifically
designed to support information coherence and efficiency within the
earthquake-affected areas of Pakistan.
ERRA-INFOCH is an integral
part of the Monitoring and Evaluation Cell of ERRA, and is composed of a Central
Unit located within the ERRA Monitoring and Evaluation (M&E) Wing Islamabad as
well as a field network of local offices and volunteers-interns operating in
nine districts within AJ&K and NWFP impacted by the 08 October 2005 earthquake.
Within the context of
completing the hand-over of the ERRA-INFOCH from the operational responsibility
of IASCI to the M&E Wing of the Earthquake Reconstruction and Rehabilitation
Authority (initiated on 31 July 2007), this project (see Annex 1) was designed
to deliver targeted technical assistance, training, monitoring and oversight as
well as a technical assessment in order to ensure a seamless and uninterrupted
operation of ERRA-INFOCH.
The project aimed at directly
supporting ERRA-INFOCH to continue contributing to the transparency,
coordination and efficiency required of the reconstruction and rehabilitation
The common service benefits, leading directly to more informed decision making
processes on the part of local and international agencies, as well as national,
provincial and local government structures, will in turn result in real benefits
to the people of the earthquake affected areas.
